Key Personnel Ron C. Shy, PE, LS, President Mr. Shy obtained a Master of Science in Construction Management and a Bachelor of Science in Civil Engineering from University of Missouri-Columbia. Since 1975, Mr. Shy has been owner/principal of Allstate Consultants, and has project experience in many types of civil projects across the State of Missouri. In addition to managing the staff of 48 employees, he is directly involved with client responsibilities and project management. Mr. Shy’s diverse experience includes private and public infrastructure projects, feasibility studies, annexation and rezoning issues, public presentations, preparation of engineering plans and specifications, bidding and contractual processes and construction management. Chad W. Sayre, PE, Vice-President Mr. Sayre obtained a Master of Science and a Bachelor of Science in Civil Engineering from University of Missouri-Columbia. Since 1994, Mr. Sayre has been a Project Engineer for Allstate Consultants. In 2000, he became Principal/Vice President and Chief of Design Services for the firm. He is responsible for municipal and land development engineering projects including forensic, water, wastewater, land planning, environmental compliance permitting, highway design, hydraulics, and stormwater projects. He is closely involved with construction administration, inspection, specification preparation of public and private projects and has a considerable amount of experience in expert testimony. David C. Weber, PE, SE, Secretary-Treasurer Mr. Weber obtained a Master of Science and Bachelor of Science (Cum Laude) in Civil Engineering from University of Missouri-Columbia. Since 1997, Mr. Weber has been a Project Engineer for Allstate Consultants. In 2000, he became Principal/Secretary-Treasurer and Chief of Structural Services for the firm. He is responsible for various types of design work including forensic, structural, and land development. He is involved in construction administration, inspection, specification preparation of structural projects and has a completed a considerable amount of expert testimony in the area of structural design. Mr. Weber is licensed in Arkansas, Kansas, Kentucky, and Missouri; a licensed Structural Engineer in the State of Illinois and has a current Model Law Structural Engineer record with NCEES. As part of his professional services he is a Structural Specialist for FEMA Urban Search and Rescue (USAR) deployments include Missouri Task Force One, 9-12-01 to 9-20-01, World Trade Center Disaster in NYC; 6-26-06 to 6-27-06, Clinton, MO Building Collapse and Incident Support Team, 9-13-05 to 9-23-05, Hurricane Katrina, New Orleans Theater. Cary D. Sayre, PE, Vice-President Mr. Sayre obtained a Master of Science in Agricultural Engineering with emphasis in Environmental Quality and a Bachelor of Science in Agricultural Engineering from University of Missouri-Columbia. Mr. Sayre has been Chief Engineer of the Marceline office of Allstate Consultants since it opened in 1997. Mr. Sayre is licensed as a professional engineer in Kansas, Iowa and Missouri. In 2000, he became a Principal of the firm. He is responsible for a broad scope of projects including sanitary landfill design, two stage clarification water treatment facilities, lime softening water treatment facilities, rural water distribution systems, elevated water storage reservoirs, municipal water distribution systems, sanitary sewer collection and sewage treatment facilities. He is also involved in construction administration and inspection of these types of projects and has completed a considerable amount of expert testimony. Mr. Sayre serves as Vice-Chair of the Environmental Committee for the American Council of Engineering Companies of MO (ACEC-MO). Donald W. Fischer, PLS, Principal Mr. Fischer obtained a Bachelor of Science degree in Drafting Technology from Central Missouri State University. He is a licensed surveyor in the State of Missouri, holds an ACI Concrete Field Testing Technician - Grade I certification and is CPN Certified in Radiation Safety and as Operator of Nuclear Moisture/Density Gauge. In 2000 he became a Principal and Construction Manager for the firm. Duties include management of geotechnical construction testing and observation of the placement of soils, concrete, asphalt and other materials being used in the construction process. He is also involved in subgrade stabilization of soils for pavement, water, sewer and storm sewer construction, inspection of utility construction adjacent to and through dams of lakes, subgrade repair and inspection, and concrete inspection. William A. Barrow, PE, RG Mr. Barrow obtained a Bachelor of Science in Civil Engineering from University of Kansas and completed Graduate Studies in Geotechnical Engineering at University of Missouri-Rolla. In 2003, he was employed by Allstate Consultants to establish and manage the geotechnical department. He is responsible for geotechnical proposals development, final reports and recommendations, supervision of geotechnical/hydrogeologic exploration, laboratory testing and construction observation. He has a vast amount of experience in shallow and deep foundations, anchors, earth retaining structures, MSE walls, dams, embankments, wastewater lagoons, pavements, surcharged fills, drainage, dewatering, grouting, instrumentation, forensic studies, stabilization of weak subgrades, expansive soils, and slope stabilization. He also possess a wide range of experience in subsurface exploration techniques and performance and supervision of swell testing of expansive soils and hydraulic conductivity, triaxial and direct shear testing of soils and rock. Brian P. Harrington, PE, PTOE Mr. Harrington obtained a Master of Science degree in Civil Engineering with emphasis in Transportation and a Bachelor of Civil Engineering (Magna Cum Laude) from University of Missouri-Columbia. In 1993, he joined Allstate Consultants as a design technician and in 1995 became Chief Transportation Engineer. He is responsible for various design and engineering work, including roadway design, roundabout design, traffic studies and traffic signal design, sanitary and storm sewers, streets, commercial site plans. Mr. Harrington became a licensed Professional Traffic Operations Engineer in 2007. James R. Jeffries, PLS Mr. Jeffries obtained a Drafting Certificate from Northeast Missouri State University and is a Registered Professional Land Surveyor. In 1992, he began working for Allstate Consultants as Surveyor and Party Chief and in 2001 became Chief Staff Surveyor. Responsibilities include client relations, project management and scheduling, project estimates, survey research, calculations for subdivision and construction stakeout, legal descriptions and easements, boundary surveys, topographic surveys, ALTA/ACSM Land Title Surveys and assisting others to see that projects are completed on schedule. John L. Holmes, PE, CFM, CPESC, LEED AP Mr. Holmes obtained a Master of Science and Bachelor of Science (Magna Cum Laude) in Civil Engineering from University of Missouri-Columbia. Mr. Holmes is a Certified Floodplain Manager, Certified Professional in Erosion and Sediment Control and is LEED AP Certified. Mr. Holmes has 15 years experience in the areas of Transportation Engineering and storm drainage including roadway design, preliminary bridge design, project management on roadway and bridge replacement projects, storm water quality BMP design and hydraulic and hydrologic modeling. His work experience includes 11 years working at MoDOT in various capacities including Project Manager for roadway projects and statewide resource with expertise in storm water issues. His capabilities include hydrologic and hydraulic modeling and design, bridge hydraulics, storm water quality and quantity management, erosion and scour control, stream stabilization, LEED Accredited site design, roadway design and project management. Wesley B. Bolton, P.E., ACTAR #2094 - Project Engineer Mr. Bolton obtained a Bachelor of Science and Master of Science in Civil Engineering from University of Missouri. Mr. Bolton has worked as a Project Engineer with Allstate since 2003. He is responsible for various design and engineering work including street and intersection design (conventional design as well as single and multi-lane roundabouts), traffic impact studies, access justification reports, traffic flow modeling, site layout and grading (commercial and residential), utility design (sanitary sewer, storm sewer, water), and detention and water quality systems design. Engineering design utilizing the following software: Synchro, VISSIM, Intellisolve Hydraflow, Pond Pack, StormCAD, Culvertmaster and Flowmaster. In January 2009 he became licensed as a Crash Reconstructionist/Accident Investigator, his responsibilities with this certification include investigation/reconstruction of motor vehicle crashes and bodily injury cases. Darin A. Underwood, CFI, CFEIMr. Underwood is Case Manager of Forensic and Investigative Engineering for Allstate Consultants. He is a Certified Fire Investigator, Certified Fire Inspector, Certified Fire and Explosion Investigator and Certified Residential Roof Inspector. Mr. Underwood works directly with insurance companies, individuals, municipalities, and attorneys to investigate fire origin and cause, indoor air quality, structural analysis, equipment and appliance malfunction, and storm related damages from hail, lighting, and wind.
