Floodplain Management Clark Lane Culvert As part of an agreement with the City of Columbia, The Links at Columbia needed to replace the existing Clark Lane Bridge over Hominy Branch Creek with a box culvert. The culvert would need to be designed to allow the City to raise Clark Lane above the 100 year flood elevation as part of a future project. The project is in a FEMA regulatory floodway, so no rise certification was required for the culvert and the future improved roadway. The design also needed to include an elevated multi-use path to allow both golf carts and non-motorized traffic on a future city trail to safely cross under Clark Lane through the culvert. The resulting box culvert with one cell raised 2’ above the stream flowline was constructed in the spring and summer of 2008.
