Civil Engineering Sunrise Estates Storm Water Management Analysis A 260 acre subdivision for which construction began in 1967 was due for extensive roadway maintenance, so Boone County asked Allstate Consultants to gather data on the condition of the existing storm water system and make recommendations for improvements to 40 culverts. The existing culverts were generally undersized with very little cover. In addition shallow utilities frequently prevented the lowering of flow lines. There was also concern with the downstream impacts of increasing the capacity of some of the larger culverts due to the presence of existing homes adjacent to the main channel carrying flow out of the subdivision. To address these issues, Allstate Consultants used a combination of modeling techniques depending on the relative risks involved with each culvert. For upland culverts relatively simple modeling techniques were used to optimize the proposed improvement designs. While the site constraints generally prevented achievement of current design standards, improvements were generally possible to reduce the frequency of flooding problems. For the culverts further down in the watershed, advanced hydrologic and hydraulic models were developed to predict the impacts of the culverts and road improvements on properties both up and downstream from the improvements. Increases in downstream peak flow due to the replacement of undersized culverts were modeled and applied to a hydraulic model to clearly show the changes in flooding potential downstream.
